The Committee
The Committee is the governance organ and is responsible for coordinating the administration of criminal justice, formulating policies and spearheading the reform agenda in the administration of criminal justice in Lagos State.

Operational Organ
The Sub-Committee (Section 387)
The Sub-Committee carries out the day-to-day functions of the Committee and meets monthly.
Sub-Committee Membership
Chairperson: Most Senior Judge in the Criminal Division of the High Court
Members:
- State Director of Public Prosecutions
- One Representative of the Nigerian Bar Association (appointed by Chairman on recommendation of State Branch Chairman, 2-year term)
- Director, Office of the Public Defender (or representative not below Assistant Director, Grade Level 15)
- Director/Head of Community Service Unit
- One Representative of Civil Society working on human rights, access to justice, or women's rights (appointed by Chairman)
- Officer in Charge (Legal), State Police Criminal Investigation Department
- One Representative of Correctional Service (not below Assistant Comptroller rank)
Responsibilities:
- Monthly meetings to address operational issues
- Implementation of Committee decisions
- Review of cases and detention conditions
- Coordination among criminal justice agencies
- Reporting to the Committee on progress and challenges
Technical Organ
The Secretariat (Section 384)
The LSCJSRC Secretariat undertakes technical work concerning the administration of criminal justice, coordination assignments and provides linkages between the Committee, Sub-Committee and implementation partners.

Responsibilities:
- Accounting officer for the Committee

Secretariat Departments

Criminal Justice Policy & Legal Reforms Department
Coordinates policy development and legal reform initiatives. Reviews and proposes amendments to the ACJL, develops guidelines and standard operating procedures, and monitors legislative developments affecting criminal justice.

Case Management & Court Coordination Department
Monitors case flow across Lagos courts, coordinates inter-agency case management systems, tracks pre-trial detention and case backlogs, and ensures compliance with statutory time limits.

Correctional Facilities Monitoring Department
Conducts regular audits of detention facilities, monitors conditions in police stations and correctional centers, facilitates decongestion initiatives, and ensures humane treatment of detainees.

Victim & Witness Support Services Department
Coordinates protection programs for vulnerable witnesses, liaises with victim support organizations, ensures compliance with victim rights provisions, and develops victim-centered justice approaches.

Alternative Dispute Resolution & Restorative Justice Department
Promotes ADR mechanisms for eligible cases, coordinates community mediation centers, develops restorative justice programs, and implements diversion initiatives.

Data, Monitoring & Evaluation Department
Collects and analyzes criminal justice statistics, produces quarterly and annual performance reports, maintains the Lagos Criminal Justice Dashboard, and conducts impact assessments and research.

Stakeholder Engagement & Public Education Department
Coordinates public awareness campaigns, manages public complaints and feedback, facilitates stakeholder forums and training programs, and conducts sensitization in communities.

Administration & Finance Department
Manages LSCJSRC operations and resources, coordinates Committee and Sub-Committee meetings, handles logistics and administrative support, and manages Committee Fund (Section 385).
