Functions of the Committee
(Section 377, ACJL 2021) — The Committee shall ensure that:
(a) Criminal matters are speedily treated and given necessary attention
(b) Congestion of criminal cases in courts is drastically reduced
- Case flow management
- Alternative dispute resolution
- Plea bargaining mechanisms
- Sentencing guidelines
(c) Congestion in the Correctional Services is reduced to the barest minimum
- Prison decongestion initiatives
- Non-custodial sentencing options
- Bail reform
- Parole and early release programs
(d) Persons awaiting trial are not unduly detained in custody
- Regular monitoring of detention
- Bail application support
- Fast-track courts for awaiting-trial inmates
- Compliance with constitutional rights
(e) Cordial relationship and maximum cooperation between justice organs
- Inter-agency coordination
- Joint training programs
- Unified case management systems
- Regular stakeholder meetings
(f) Information is collated, analyzed and published in relation to the administration of criminal justice

(i) Information sharing requirements
- The Committee shall have right of access to all records of any organs in the administration of justice
- May require any person in charge of such organs to furnish information by written notice
- Persons required to furnish information must comply within stipulated time
